The Unlicensed Open Carry Bill was passed in Mississippi back in 2013 to clarify that no permit was needed to open carry. Two years later, the law was amended to say "no license shall be required under this section for a loaded or unloaded pistol or revolver carried in a purse, handbag, satchel, other similar bag or briefcase or fully enclosed cased", effectively allowing constitutional carry.
